In order to ensure orderly delivery of packets, the receiver expects the
next incoming request to have a specific sequence number (e.g., N+1 after
having received the one with N). The second part of the sentence is
referring to such an "expected" sequence number.

If there is a better way to convey that, let us know.

flawed visions see the right one? When they're evasive, be sympathetic; =
after all, they're hiding something that embarrasses them. I'm always =
way late to the party on this stuff. But as you pursue it, be prepared =
for the possibility that the truth may not look like what you expect to =

I have submitted the Last Call request, you should see it on 
ietf-announce shortly. It will last two weeks, ending June 7, the date 
of the next IESG telechat. If the LC goes well, the PANA documents will 
be on the June 7 telechat for evaluation by the IESG.

Thanks to everyone for all of the hard work and perseverance improving 
the PANA protocol and specifications.

The IESG has received a request from the Protocol for carrying 
Authentication for Network Access WG (pana) to consider the following
documents:

- 'Protocol for Carrying Authentication for Network Access (PANA) '
   <draft-ietf-pana-pana-15.txt> as a Proposed Standard
- 'Protocol for Carrying Authentication for Network Access (PANA) 
   Framework '
   <draft-ietf-pana-framework-08.txt> as an Informational RFC

This is a second IETF Last Call for these documents. During the previous
Last Call, a number of objections were raised on these documents. It
has been exactly one year since these objections were raised, and
the PANA WG has been busy working to address the community's 
concerns. The protocol and resulting documentation has been 
simplified in the process. A high-level summary of changes may be 
found here:

The IESG plans to make a decision in the next few weeks on these
documents, and solicits final comments on this action.  Please send 
substantive comments to the ietf@ietf.org mailing lists by 2007-06-07.

case, please retain the beginning of the Subject line to allow automated 
sorting.
